Possible collectors item

Digging through a deceased relatives paperwork I have found a cancelled treasury bill from.2003 with a sum of.£10,000,000 on it. Clearly it is not worth that sum as it has been cancelled but is this something that people collect? If anyone knows anything about this type of thing then whomail me.
